Vegas Pro user migrating to Premier (A few questions)

Hi guys! I've recently migrated from Vegas Pro 12 to Premiere Pro CC and After Effects CC.

I've already picked up on a lot of the differences, obviously. I've also picked up the basics of using most of the tools in the pane to the left of the timeline.

I have a few questions, as mentioned in the subject. First of all, is there a way to set the ruler timing to beats and measures like there is in Sony Vegas? This makes timing a lot easier.

Next, does anybody know how the hell After Effects work? Dang it is confusing and I can't find much information about the latest version.

Is there a way to cut only the selected clip (in Premiere) at the current point of the cursor on the timeline?

If I install NewBlue FX, should I install it for Premier AND After Effects? If not, which should I use?

My main dilemma is figuring out the general progression of making an AMV with these programs. ie. Would the best course of action be to time all the clips together in Premiere and then add all effects using after effects?

Not sure, just use your ears and place markers.

Yep. It hasn't changed a whole lot over the years though.

Use the razor tool or crtl-K to cut on all selected tracks. I suggest you get close with the C and V keys. Between those two keys and your mouse, that's all you need.

I'd learn how to use the software first before you start using effects packages. That said, after effects would be better choice but there's no harm in installing it for both if you can get away with not using after effects.

That's what I do and it works for me. Find out what works for you and roll with it.

It's a shame about not being able to get the ruler to use beats and measures.

Other than that, thanks a lot for your help!

Since I've stopped using Avisynth and gotten used to the interface of Premiere and After Effects things are running a lot more smoothly now~
